We are issuing a call addressed to  rural villages confronting demographic challenges (depopulation, ageing, little tourism attraction) to be the scenarios for a community-based learning and planning programme to boost rural development and best practices in European active citizenship. 

OBJECTIVES

After a period of two years the selected pilot learning village will be able to notice on what domains the local community has made more effective progress, thanks to a collaborative/participative approach. Actions will be concentrated on: 

  1. Socioeconomic and ethnographic studies of the village
  2. Citizenship education
  3. the development and implementation of apps and tools for active citizenship and a participatory budget strategic program
  4. Cultural heritage management
  5. Gardening (embellishment of the locality)
  6. Development and implementation of a strategic program favoring rural landscape and sustainable tourism

BENEFITS FOR THE VILLAGE

Along the 2 years project´s duration the selected village will benefit from an injection of human capital and resources, such as:

  • Ethnographic studies and socio-economic diagnosis
  • Internationalization actions as geminations and networking 
  • Transfer of good practices in municipal management
  • Support to local strategic planning and thinking by an International Interdisciplinary Team
  • App testing for active citizenship and participatory democracy
  • Support in project management and to tackle funding opportunities
  • A learning by doing programme on active citizenship, participatory democracy and participatory budget
  • Improve the local management of a pandemic crisis (before, during and after)
  • Tourism and cultural heritage planning. 
  • International conferences and learning activities
  • Continuous international dissemination

COMMITMENTS

  • The local government (village/municipality/town/community/parish) should have a motivated collaborative attitude during the whole project, willing to provide all needed information (economic, historic, ethnographic) for analytical studies and proposals for efficient tailor made programmes that meet local needs. Share administrative information and documentation and actual participative involvement will also be necessary to apply for  selected calls for funding.
  • Set  and comply with a meeting agenda on a regular monthly basis.
  • Willingness to be(come) a good practice case of networking and collaborative team work.
  • Willingness to support some of the project actions, such as the embellishment of the village, initiating a participatory budget process, apply for prizes,

SELECTION CRITERIA

  • Although Local Government`s motivation and commitment is the first and most important criterium, the following aspects will be taken in account in the selection process:


    • Accumulated negative population growth (over the last  two decades)
    • Civil associations’ support expressed in letters of interest
    • Minimum infrastructure for holding the actions (meeting facilities, willingness to accommodate some foreign visitors in the home of some villagers)
    • Previous participation in active citizenship programmes
    • Should local elections take place until february 2023, the project will continue to be promoted by the next local government
    • Physical distance between the ‘learning village’ and the headquarters of the local LEARNVIL partner
    • Attitude/actions in favor of the local elder population

SELECTION PROCESS

  • A representative of the local government  must complete the Google Form

Then send a letter of interest  learningvillages2021@gmail.com before the 21st of May 2021.

Hold a virtual interview until the 28th of May 2021. 

The result of the selection will be sent to all participants via email during the first week of June 2021
